Please keep in mind that there is a program by the World Professional Association for Transgender Health. It is a great educational program. I just attended their basic and advanced courses. Definitely worth the money.
Another source is from the University of Utah. They had a continuing education program for transgender medicine. I am not sure what their current state is since Utah has a very unsupportive environment for transgender individuals right now.

1) I do not have any experience with an LGBTQ Certification
2) I feel like ANCC would be a possibility. I like the idea of the multidisciplinary approach to your program. I think it's difficult to develop inclusion and exclusion to who could be eligible. I would enjoy being a part of a working group!
3) I think there are so many resources with developed material that with permission could be used. I think it would relatively easy to find individuals willing to support this initiative.
